This tutorial is written for PSP 7.04 but it does work out at other versions :-)
This tutorial is completely my own creation and any similarity to other tutorials, is purely coincidental.
Tutorial inspired by Karren's Ice Cream Maker.

Needs:
Of course Paint Shop Pro. Download 30 days trial HERE.
Color palette. Click at the image. A new window will open. Right click to save.
Open new transparent canvas 300x300.
With your preset shapes set to Ellipse. Foreground color color 6. Line 1. Background color color 4. Antialias and Vector checked.
Draw an ellipse in the middle of your canvas for your bowl. About 165x165.
Object/Align/Centre in Canvas.
Convert to raster and rename to Bowl.
Selection/Select All/Float/Invert.
Drop Shadow. H/V 0, Opacity 100, Blur 25. Shadow color color 6.
Selection tool rectangle draw a small rectangle at the top of your bowl like this:
Hit the delete key.
Change the preset shaped to Rounded Rectangle. Other settings the same.
Draw a rectangle at the top of your bowl. About 144x13.
Convert to raster and rename Bowl Top.
Selection/Select All.
Drop shadow. H/V 1, Opacity 100, Blur 1. Shadow color color 6.
Draw another rectangle for the bottom of your bowl. About 85x25
Convert to raster and rename Bowl Bottom.
Selection/Select All.
Drop shadow. H/V -1, Opacity 100, Blur 1. Shadow color color 6.
Click at your Bowl Top layer.
Select All/Float.
Cutout V/H 0, Opacity 100, Blur 15. Color color 6.
Do the same with your Bowl Bottom layer.
Click at the Bowl layer.
Select All/Float.
Cutout V/H 0, Opacity 100, Blur 30. Color color 6.
Leave selected.
Airbrush. Size 50, Hardness 0, Opacity 30, Step and Density 25.
Spray a bit at the bowl.
Effects/Blur/Motion Blur. Angle 0, Pixels 9.
Add Noise 5% at all Bowl layers.
Go to your top layer.
Foreground color null. Background color color 6.
Preset Shape. Use a shape for decoration you like. I used shape-24.
Antialias and vector checked.
When you are satisfied with it convert to raster. Rename decoration.
Selection/Select All/Float.
Add new layer.
Cutout. H/V 1, color white, Opacity 100, Blur 1.
Leave selected.
New layer.
Drop Shadow. V/H 1, color white, Opacity 100, Blur 1.
You can add some text if you want to using the same Cutout and Drop Shadow as above.
On to the Ice Cream.
Foreground color color 3. Line 1. Background color color 2.
With your preset shapes set to Ellipse. Antialias and Vector checked draw a ellipse in the middle of your canvas for your Ice Cream. About 50x50.
Hold down the Shift key to drawn an equal circle.
Convert to raster. Rename Ice Cream.
Move this layer underneath the bowl layer.
Selection/Select All/Float.
Cutout. H/V 3, Opacity 50, Blur 15. Shadow color color 1.
Repeat cutout but change H/V to -3.
Add noise.
Copy as much as ice cream if you want.
Shift + D to copy picture.
Merge Visible and export as tube.
Save the original without merging as PSP file.
You're Finished.
