This tutorial is written for PSP 7.04 but it does work out at other versions :-)
Needs:
Of course Paint Shop Pro. Download 30 days trial HERE.
Simple Filters. Free filters and you can download them HERE.
Funhouse Filters. Free filters and you can download them HERE.
Open new canvas 150 x 150, transperant.
Flood fill with a light color. I used #E2D6E4.
Effects/Texture Effects/Blinds with these settings:
If you have used another light color take a dark tint of the color you used as
the shadow color for the blinds.
Effects/Plugins/Funhouse/ZigZaggerate with these settings:
Effects/Plugins/Simple/Pizza Slice Mirror.
Effects/Plugins/Simple/Quick Tile.
And you are finished. This is what you have now:

I played with different Blinds and ZigZaggerate settings and pictures.
You can also use this tutorial with a picture.
Open the picture you want to use.
Hit Shift + D to duplicate the picture. Close original.
Image/Resize to 150 x 150 (Uncheck Maintain Aspect...)
Effects/Sharpen/Sharpen.
Follow tutorial from applying the Blinds.
Feel free to play with the Blinds and ZigZaggerate Settings :-).
